Angular blurring conveys the impression of an image spinning clockwise — or possibly counter-clockwise — around a given point, a small uncertainty which induces shouting matches among otherwise casually disposed people. The degree that an image blurs transversely from the radius increases with the distance from the given point, the neighborhood in its immediate vicinity hardly changing at all, while distant regions reflect substantial streaking.
